IC-POL,
with Visual Investigative
Analysis tool i2 Analyst’s Notebook integrated.
IC-POL is a system designed for management, query, analysis, and
interpretation of the criminal intelligence information produced by the groups
fighting against organized crime.
IC-POL becomes as a solution to solve the impossibility to deal,
understand, and to interlink the huge volume of raw information, most of it
non-related, what appears always in the organized crime scenario.
The problem IC-POL helps to solve is resumed in the “puzzle
paradigm”:
“It is like trying to compound a
puzzle, from it is not known if all pieces are on the table, nor they fix, and
not even is known whether there is a global meaning”. This way IC-POL allows to
compound puzzles, that is, different scenarios, in order to establish hypothesis
in a flexible, quick, and costless way.
Without this kind of tools fighting against crime organizations, highly
sophisticated, is almost impossible. IC-POL accomplishes with the
recommendations of intelligence services as FBI, CNP, INTERPOL y
EUROPOL.
Usually investigative units access to an enough number of
sources, internal or external. However the amount of information is too big and
something is not well evaluated. Also investigations are non-related, and
different groups of the service have different information and they are
unwilling to share it. This is exactly what IC-POL helps to solve, centralizing
the ownership of the information, with a global scope, for its analysis and to
rise the main rolls in potentially risk organizations. IC-POL ships large
databases with different levels of access to the information. Next figure
illustrates the topology of the system:
Users access with Login and Password, and can “see” only information at their
scope.
The environment of searches is quite simple and allows to carry on any
kina of them, in any concept defined, as can be seen in the next figure:
In IC-POL all kind of searches can be carried on, including phonetic and
documentaries. The result of searches is shown in the next figures.
IC-POL integrates on line Visual Investigative Analysis using i2
Analyst’s Notebook, ANB. This charting tool allows to analyze information in a
graphic way, solving problems of time and costs, and has become a “de facto”
standard. In the next figure it can be observed how information from a list is
crossed against the one from the IC-POL, charting it,
It is so easy to quickly rise up and simplify the chart to make hypothesis
and to take conclusions: from something that made no sense, an individual can be
taken as the ruler.
